<p>The groundwater in Bangladesh is severely contaminated by deadly arsenic and has upset the idea of using shallow tube-wells for safe drinking water throughout the country. Thousands of people, therefore, are suffering from arsenic related diseases. The severity of arsenic contamination is demanding restricted use of groundwater and move to alternative water sources such as ponds, lakes, rivers and rains. The need of ensured, affordable and sustainable safe water sources is vital for all communities to combat arsenic disaster. Competent water resources management could play a key role to solve the arsenic contamination problem in Bangladesh and ensure the supply of safe drinking water. For this, a community based management group is necessary to operate and maintain the water sources efficiently in rural Bangladesh. Above all, the project indicates that intelligibility and accountability in water resources management will not be established without the conscientious participation of local community.</p>

<p>Engconsult was responsible for developing a simple community based water resources management model, environmental and social impact analysis of the model application, and developing a monitoring and mitigation measures to ease the social and environmental impacts. This model presents novel concepts and includes new parameters to find a sustainable option of safe drinking water through active participation of the local community. Services also include, planning a huge household interview survey in Hajiganj, Chandpur, data analysis, GIS presentation of the data, public consultation, and documentation.</p>

In addition, the failure of technologies had resulted in unwillingness by many development partners to commit funds to arsenic mitigation, specifically the implementation of remedial technology options without appropriate control procedures. Number of Japanese companies were involved in arsenic treatment technology development in the context of rural Bangladesh. A wide range of technology was reviewed from activated alumina, ion exchange, reverse osmosis, and nano-filtration.</p>
<p><strong>Detailed Description of Actual Services Provided by Your Company:</strong></p>
<p>Engconsult was responsible for environmental and social impact of each technology considering socio-economic structure of rural Bangladesh. Prepare detail recommendation on the longer-term technical performance of each technology under a variety of political and geographical conditions, their economic viability and social consequences in rural Bangladesh condition, and their environmental impacts. <li>Submit the draft TOR/scoping document for the EIA to the Department of Environment (DoE) for approval.</li>
<li>Impact of climate change in the bridge design and impact of the bridge on the climate change.</li>
<li>Wildlife, ecological, hydrological, and Charland study.</li>
<li>Prepare the EIA report and its summary, addressing all potential direct and indirect environmental impacts of the Project.</li>
<li>Conduct two public consultations and stakeholder consultations to gather environmental concerns from affected people, and share the result of the assessment and the proposed mitigation measures.</li>
<li>Prepare environmental management plan addressing who will be responsible for implementing each mitigation measures, who will monitor the implementation of the mitigation measures, and the cost for implementing the plan.</li>
<li>Submit the EIA report to DoE, and make a presentation as required by DoE to obtain a non-objection certificate.</li>

<p>NCH Canada has a chemical mixing plant located in Brampton  Ontario. NCH is seeking assistance in preparing documentation in support of an application for a Comprehensive Certificate of Approval (Air) (CofA) for the chemical mixing plant located in Brampton,  Ontario. In Ontario, Section 9 of the Environmental Protection Act (EPA) requires that all sources of emissions to the atmosphere, or modifications to sources, must obtain a CofA before they are installed or modified.  The procedure for obtaining approval for the discharge of contaminants or modifications to the discharge of contaminants to air is to obtain a CofA for the equipment, by making an application to the MOE in accordance with Section 9 of the EPA. Regardless of compliance with Section 9, every facility is also required to meet the air quality standards of Ontario Regulation 346.</p>
<p><strong>Engconsult was responsible for the following:</strong></p>
<ul>
<li>Preparation of an Emission Summary and Dispersion Modeling (ESDM) report.</li>
<li>Estimation of the emission rates for each of the contaminants of concern from those sources;</li>
<li>Performance of dispersion modeling in accordance with Ontario Regulation 346 to predict the maximum concentration resulting from the aggregate emission of each contaminant at a POI  (referred to as maximum POI concentration) and annual emission of each contaminant;</li>
<li>Comparison of the predicted maximum POI concentrations to the relevant half-hour POI criteria specified by the MOE; and</li>
<li>Documentation of the above steps in accordance with the requirements of the MOE Procedure.</li>

<p>The objective of the TA is to assist the National Environmental Protection Agency (NEPA) to develop a prioritized, phased, and sustainable AQM system for Kabul. Sustainability will be achieved through (i) baseline air quality monitoring, and sustainable AQM system for sampling and reporting of ambient air quality levels in Kabul; (ii) baseline emissions inventory (industrial, vehicular and domestic) and a sustainable emissions inventory system; (iii) delivery of software tools and training to support AQM in Kabul, including development of technical proficiency in local counterparts in the public and private sectors for air pollution measurement, management, and control; (iv) public information documents, workshops, and seminars for informing the public and educating decision makers on the impacts of air quality in Kabul; and (v) development of a draft AQM system for Kabul, and Urban Air Quality strategy report, with specific policy recommendations, for the consideration of NEPA and the Kabul Municipal Government.</p>
<p><strong>Engconsult was responsible for the following:</strong></p>
<ul>
<li>Prepare and deliver the USEPA-APTI Self-Instructional Course Air Pollution Control Orientation, Introduction to Emissions Inventories, and a permitting course to NEPA officials.</li>
<li>Prepare gap analysis report on staffing and training for execution of the KAQM Strategic Plan by NEPA and other involved government and private sector organizations.</li>
<li>Write DRAFT Kabul Air Quality Management Strategy Report including all required analysis.  The Report is modeled on the format of the World Bank URBAIR Series for Asian Cities. The report includes the write-up and analysis of the following:

<li>Air pollution concentrations including analysis of measured concentrations in Kabul</li>
<li>Air pollutant emissions inventories in Kabul valley and dispersion modeling calculations, identify pollution hot spots and population exposure to air pollution.</li>
<li>Improving air quality assessment including main shortcomings and data gaps.</li>
<li>Air  pollution   impacts in Kabul valley, mortality, morbidity (illness)</li>
<li>Valuation of health impacts, health impact and economic damage by source category.</li>
<li>Abatement measures: effectiveness and costs for traffic management, implementation of a scheme for inspection  &amp;  maintenance, improved fuel quality, adoption  of clean vehicle emissions standards, improved abatement/other propulsion techniques, addressing resuspension, and construction and improvement of mass-transit systems.</li>
<li>Industrial combustion (excluding brick manufacturing), brick manufacturing, domestic emissions and refuse burning</li>
<li>Prepare actions to improve air quality and its management</li>
<li>Review existing laws and institutions involved on air pollution</li>
</ul>

				<content:encoded><![CDATA[<p><strong>Detailed Narrative Description of Project:</strong></p>
<p>The objective of the technical assistance project is to carry out all investigations to estimate costs, feasibility, work over, new facilities, construction, and operation and maintenance for the underground natural gas storage (UGS) based on depleted hydrocarbon reservoirs. The project consisting of two stages:</p>
<p>(1) Stage 1</p>
<ul>
<li>Review the reservoirs available, list all the reservoirs examined, and short-list them, ranking them according to suitability for UGS functionality.</li>
<li>Investigate how existing and planned infrastructure can be best used in relation to UGS and market location.</li>
<li>Define the magnitude and timing of the winter service gas load in the medium term to meet peak shaving and security requirements.</li>
<li>Review the extent to which interruptible gas contracts may induce industrial fuel users to shift from gas to other fuels during supply interruptions and peak load season.</li>
<li>Report on the selection of reservoirs most suitable for UGS and examine the feasibility of connecting them to the project pipeline systems.</li>
</ul>
<p>(2) Stage 2</p>
<p>Prepare a feasibility report on conversion to UGS of the selected fields and estimate its cost. The feasibility study will cover (i) reservoir aspects, (ii) injection and/or extraction facilities, (iii) connections to the project and national gas transmission systems, (iv) environmental aspects of the reservoirs and their related facilities, (v) implementation schedule, and (vi) cost estimates.</p>
<p><strong>Engconsult was responsible for the following:</strong></p>
<ul>
<li>Geological investigation of the underground gas storage reservoir.</li>
<li>Environmental impact study of the natural gas storage reservoir and related facility in accordance with ADB Guidelines.</li>
<li>Prepare plan for health, safety, and hygiene including HIV/AIDs and STIs.</li>
<li>Perform social impact study and prepare resettlement plan.</li>

				<content:encoded><![CDATA[<p><strong>Detailed Narrative Description of Project:</strong></p>
<p>The objective of the TA is to assist Ministry of Energy and Water (MEW) in undertaking feasibility studies on six small to medium-sized hydropower plants and prepare the analytical work required. The TA had three main components: (i) preparation of a sector analysis; (ii) undertaking and ranking of prefeasibility and feasibility studies of 6 hydropower projects with capacity of 28.7MW, 190km transmission line and distribution system; and (iii) diagnostic assessment and development of an institutional strengthening and capacity development plan for MEW and other relevant agencies.</p>
<p><strong>Engconsult was responsible for the following:</strong></p>
<ul>
<li>Undertake a sector review assessment to address issues such as the power shortage in rural and off-grid areas, demand assessment for power in subproject areas, marginal cost pricing, tariff and cost recovery, willingness to pay, affordability, subsidization of consumption, regulation, conflict in uses.</li>
<li>Prepare a policy brief or matrix to address these issues in off-grid and rural areas, including an assessment of the institutional capabilities for implementing the required policy changes.</li>
<li>Review all possible project proposals and carry out prefeasibility studies; and prepare other relevant documents to define the scope of proposed subproject including generation, transmission, and distribution as required for financing under an ensuing loan.</li>
<li>Undertake technical and engineering assessments including geology, geotechnical, civil works, hydrology, and electrical engineering.</li>
<li>Carry out an initial environmental assessment and environmental impact assessment to ensure that the environmental assessment complies with ADB’s guidelines; suggest environmental mitigation measures if necessary; and prepare environmental assessment summaries.</li>
<li>Assess CDM potentials and carbon credits/benefits due to the implementation of the subprojects.</li>
<li>Prepare plan for health, safety, and hygiene including HIV/AIDs and STIs;</li>
<li>Undertake financial and economic analyses and the ensuing overall loan project according to ADB polices and guidelines, and other requirements.</li>
<li>Prepare a social and poverty reduction impact assessment, resettlement plans, and indigenous people’s plans, in accordance with ADB’s guidelines and prepare draft final report, final report, and all other required reports incorporating comments from the Government, ADB, and other stakeholders as necessary.</li>
<li>Estimate  the GHG emission benefits, recommendation on institutional framework and capacity building in CDM.</li>
<li>Assess institutional strength and develop capacities for MEW and other relevant agencies.</li>
