Description of Project:
The objective of the TA is to assist the Government in formulating a strategic road development/ rehabilitation project consisting of: (i) rehabilitating high priority sections (1,268km ) of the national road network in Kalimantan and Sumatra; (ii) implementing policies included in the Government’s Action Plan for Road Traffic and Transport Policies. The project will promote economic development and contribute to reduce poverty in the selected provinces.
Description of Services Provided by the Engconsult for this Project are:
Plan and design screening surveys for about 2,900km and feasibility surveys for 1,268km strategic national roads in Kalimantan and Sumatra. Prepare three IEEs and three SIEEs for the group of provincial road links of Kalimantan and Sumatra. Identify environmental issues and sensitive areas for each road links and mitigation measures. The cumulative impacts of road rehabilitation on protected areas are analyzed “with” and “without” project scenarios. The analysis considered whether there are sufficient buffer zones to protect rare habitats and strict area from human disturbances. Develop institutional requirements and environmental and social management training program. Plan and conduct public consultation in seven provinces and document the consultation process considering ADB and Government requirements. Prepare plan for health, safety, and hygiene including HIV/AIDs and STIs.
Lead engineering team to undertake feasibility field surveys in Sumatra and Kalimantan. Perform field materials testing and geotechnical investigations on samples collected from pits and boring along the road sections and selected bridges. Carry out standard material tests on the samples collected in specific road locations.
