Description of Project:
The objective of the PPTA is to design a project, agreed upon by the Government and ADB, to improve national roads in the Philippines and to be financed through a multitranche financing facility, including detailed design of the first phase. The project roads are located in Th Luzon, the Visayas, and Mindanao.
Description of Services Provided by the Engconsult for this Project are:
- Prepare an initial environmental examination and related summary environmental examination for Phase I, in accordance with ADB environmental guidelines. Estimate and provide a breakdown of costs of environmental mitigation measures and project monitoring of environmental impact. Assess the capacity of DPWH to conduct environmental impact assessment. Assess training needs and recommend improvements to institutional arrangements and estimate the associated costs. Prepare an environmental assessment and review framework for Phase 2 & 3.
- Assessment of poverty, social, ethnic and resettlement issues and concerns of Phase 1 and preparation of safeguard documents, and preparation of resettlement framework for Phase 2 and 3.
